It is Neil Young, it celebrates his music and it had a greatest hits album made by MOJO. The singer is made to look important as the image of him is in the middle of the magazine, and also the largest feature in it. There are two other images, A photo of another artist and then the photo of the greatest hits album of Neil Young.
The cover is relatively busy. There are a lot of vibrant colours, and it isn't very modern. There are multi0ple cover lines on the sides of the front cover. Music magazines usually have a number of cover lines, as it brings more readers because there are multiple artists, which means multiple fan bases.
The main colour is blue, which is the background colour. the accent colours merge into a yellow colour.

You recognise that MOJO is 'busy'. You could also point out that it is nevertheless well organised, as the cover lines are grouped and justified to the RH side.
There is control over the number of different colours so that it remains looking cohesive.
